What the municipality pays for, and what is yours to pay
Rustenburg Local Municipality lists its free basic services in Table 2 of its IDP Review 2025/26. Every household gets 6 kl of free basic water a month, which is 6,000 litres. Indigent households get an additional 3 kl a month on top of that.

Leaks on the street side of the meter are the municipality's to repair, whatever your income. They are reported on the same number, option 3 for emergencies, and the IDP describes dedicated teams that repair pipe and meter leaks reported through the call centre. You should not be paying a plumber to fix the municipality's main or meter.
Everything from the meter into your house is yours: the pipe across the yard, the stopcock, the geyser, every tap and cistern. A leak there costs you twice, once for the repair and again for the water that runs through your meter beyond the free 6 kl. Part of it may fall to your insurer, since many home policies cover a burst geyser and the damage it causes, less the excess.

What is a reasonable call out charge for a plumber?

Why do some plumbing bills show a full hour for a ten-minute job?
Because the rate is "per hour or part thereof", a common way of billing that counts any part of an hour as a whole one. That is how a ten-minute fix becomes an hour on the bill. Ask how time is counted before you agree, or ask for a fixed price for the job on the written quote.
Will the invoice list every part so my insurer accepts it?
Yes. The invoice names the fault, each part with its brand and size, and the time spent, and the photos come with it. Keep the old parts until the assessor has seen them.

Do I have to pay a deposit before the work starts?
Only if the written quote says so, with the amount and what it pays for, and you see that before you agree to anything. A deposit usually comes up when a geyser or another costly part has to be bought before the job. Do not pay one on a verbal promise: ask for the quote first.
